CILT 14 to 19 network models
'… a one menu suits all approach to secondary languages is not working for many of our children, and … we must encourage a more varied languages offer which suits a range of requirements for young people. The need is for a coherent languages programme leading to a range of appropriate options if those who are abandoning languages are to be motivated to continue.” Lord Dearing Languages Review, 2007 (pdf 832 KB)
In 2006, CILT created 14 to 19 Learning Networks in different regions of England, each of which concentrated on a particular strand of curriculum innovation. The networks operate on a hub and spoke approach, whereby a school, a college or a university is the hub institution (although in one case the hub is a local authority) which then reaches out to a number of other schools and colleges to follow the same model.
The networks cater for a full range of both applied and specialist routes and involve a mixture of secondary and further education providers. The networks provide a regional structure for development, with a view to subsequent national dissemination of effective practice. From 2008, the emphasis will be on national replication of these models via CILT’s network of regional Comenius centres.
