of a multilingual world (Scottish Executive, 2000)
The then Scottish Executive (now the Scottish Government)
published Citizens of a Multilingual World in late
2000. Its recommendations, including the
recommendation for a languages entitlement 5-16, may be seen in

The Scottish Executive’s response to Citizens of a
Multilingual World set the framework for the Languages
Fund. To 2006, the Fund supported a range of agencies,
including education authorities, in improving provision for

Progress in schools and in
teacher education was summarised in the report by Her Majesty’s
Inspectorate of Education (HMIE) in March 2005: Progress
in addressing the recommendations of Citizens of a Multilingual
World.
The report includes data
tables and a set of recommendations for further action in the
context of continuing work to implement A Curriculum for
Excellence.

Recommendations for the
compulsory education sector are in the context of Scotland’s drive
to refresh the curriculum for all learners 3-18, as developed in
the policy programme A Curriculum for Excellence and all
associated actions since its publication in 2004.
