The Apprenticeships, Skills, Children and Learning Bill

The bill confirmed key
changes, including transfer to local authorities of responsibility
for the funding of 16-19 learning, and establishment of the Skills
Funding Agency (SFA), which will take over from the Learning and
Skills Council in funding post-19 education and training.
Funding will be allocated
based on a demand-led approach. The SFA will take on
responsibility for funding Train to Gain and for
ensuring that providers are properly accredited.
Other key components of the
bill include providing a right for those in work to request time
off for training; and the establishment of the National
Apprenticeship Service to administer the expanded apprenticeship
programme.
The bill is expected to
follow a timetable towards royal assent in autumn 2009.
