Promoting Language Learning and Linguistic Diversity: An action plan 2004 – 2006, COM(2003) 449 final (European Commission, July 2003)

The European Commission’s plan proposes 45 actions to be undertaken from 2004 to 2006 in three areas:

1. extending the benefits of language learning to all citizens as a lifelong activity;
2. improving the quality of language teaching at all levels;
3. building in Europe an environment favourable to languages.
