This includes a comprehensive list of the key policy documents on languages from the Council of Europe since 1998. 

Recommendations to national governments cover a wide range of different applications for the Common European Framework of Reference for Languages (CEFR) as an increasingly widely recognised and transparent standard for languages education. 

The CEFR is described as 'a reference tool for the development and implementation of coherent and transparent language education policies'.
