2005)
The White Paper develops government strategy
for ensuring that employers have the right skills available to
them, and that individuals can gain the skills they need to be
employable and personally fulfilled.
The proposals and reforms in the White Paper
are designed to:
- Prioritise employers' needs in the design and
delivery of training –through the Train to Gain programme and
additional employer-led sector based National Skills Academies
- Support individuals in gaining the skills and
qualifications they need to achieve the quality of life they
want
- Provide better information, advice and
guidance
- Develop an improved vocational qualifications
structure for learners aged 14 years and above
The Paper introduced the New Deal for
Skills or 'welfare to work' and further reform of the FE sector.
Declared principles include
partnership working and fairness of access to education and
training.
